Try forwarding port 443 or some video game port. It could be that your ISP is blocking ports.

Does it happen on a page without heavy Javascript, like this forum or Wikipedia?

There's an Orca bug in Linux Mint 19 onwards that shuts it off after 30 seconds. I would recommend MATE or GNOME for better accessibility too.

You may have accidentally enabled the screen reader. Try pressing some combination of ctrl, alt, windows key, shift and 's'. alt+shit+s might work.

If you can deal with it, learning C or C++ is a good skill and allows you to patch a wide variety of software.
