Solved. I removed completly in synaptics all the cpufreq instaled items and installed only indicator-cpufreq (which installed a dependent package) . Also I noticed that rambox.app/ installed from snap was using 25% of cpu load all the time (100% of 1 core probably) and also uninstalled and now it is...

That's what I thought after an update of the system (which included idev) but was only a question of time and now I have to depend on an external mouse because most of the time fails since boot. I forgot to say that changing to the original kernel of mint 19.1 doesn't change anything. I don't think is a kernel issue.
