I'm starting to think this isn't going to be easily solved, I may just bite the bullet and install 20 and lose whatever there was to lose from my old partition.

Tried it but unfortunately it doesn't add anything to the list.

shows libinput-bin and libinput10:amd are both installed, which is weird.

yields this:
E: unable to locate package xserver-xorg-input-libinput

sudo apt search xserver-xorg-input
gives me synapics. I tried installing synaptics and it told me I already have the newest version.

Tried doing that and I get the message " Package is not available but is referred to by another package. 'xserver-xorg-input-all' has no installation candidate"

What format is/are the partition(s)? (ext4/ntfs/fat32...) It is ntfs. And yes, I would not be surprised if this is due to Windows. I dual boot on this computer between Linux Mint and Windows 10. More reading on the subject. After reading about the power management thing, I removed TLP from my system in case it was the culprit. Things worked ok for a while, but ultimately the problem showed up again.

Thanks for the detailed instructions Karl. Unfortunately, while this did add the line it was supposed to, it did not fix the problem. What a pernicious problem this is.
