I'd sign that statement for going from one major release to another, but going from one point release to the next there's really no need because you stay on the same Ubuntu software base, only some Mint tools and potentially your desktop environment get upgraded, but not the core of the system. I agree. New users who came from windows (like me) would know the firewall is disabled by default. I thought it was always enabled.

It's a fair question. Opinions vary. Mainly, firewall isn't enabled by default because it's generally not needed and in some cases can create problems. See xenopeek and rene .
