With Guest user, unless they have another user's or root's password, they definitely can't screw up the system can they?

Not saying you should re-install straight away, but why can't you access your DVD drive?
Can you put a copy of Mint 19.1 on a USB drive if it comes to it?

With Timeshift - you may have problems if you don't use it on another drive - or make a partition just for Timeshift. 75GB should be enough. 100GB when your'e first starting out but can change that later on. Just to make it clear for others.
I hadn't installed your PPA and had installed another Mint update manager that was on the Software Manager. That is now uninstalled and your PPA installed. Ran that from menu and all was well.
