When I first got Mint 19.3, one of the first things I did was install a Windows XP theme (complete with icon set). Not all of the icons are shown - some revert to their default Mint looks. One particular oddity is the network icon - when I'm not connected to a network, the XP "offline" icon is shown...

Here's another clue - the bug seems to happen more frequently after I quit Eclipse. I'll try to suspend right after I quit and it won't work.
