GIMP -> Picture -> Scale picture -> export as .jpg so you get it under 100 kb
If I made a 3840x1080 down to 100kb, you wouldn't be able to make anything out.

I have played with Linux about the same amount of time. I have tried Linux Mint in the past, but got won over by PCLinuxOS-kde. All OS's whether Linux or Windows will let you down at one time or another. PCLOS's OS did that just days ago. So I popped in another hard-drive and installed Ubuntu 19.10 ...
