Hello. I have a two monitor setup. My non-primary monitor has a panel at the top. No other panels / desklets. Only on my primary monitor, fullscreen or maximized application often "crop" a couple pixels off the bottom of the window, but not always. I can see the desktop or the window below...

Updating: it's definitely a Mint issue. My other devices are working fine now as my ISP seems to have adjusted to the overload.
