The normal and advised thing to do is to let Linux also place its bootloader into said ESP even if you install all the rest of it on the other SSD; in the case of EFI it's all just files on a FAT32 partition; no magic.

solution is in BIOS:
Secure Boot: disabled
Boot Order Lock: disabled (This one is critical and it was the one that solved the looping of the booting)
boot mode: quick
UEFI/Legacy Boot: BOTH
-- Boot priority: UEFI first
-- CSM support: yes

I have solved my problem...
solution is in BIOS:
Secure Boot: disabled
