No, that will only remove the mate meta, not all the packages it installed. I don't suppose you use Timeshift? If so, then revert to a pre-MATE install snapshot. create the new user in MATE desktop environment and unless you've encrypted the home for your normal user you should be able to access the files still.

anyhow the point is to see if there is a complication from using the Cinnamon user profile causing this problem.

Mind you, booting from a live media will confirm it.
Have you tried this too? Other than that, it is running a bit too hot anyway if those sensor readings are correct. The fan should be running at that temperature and there's no rpm readout. If it was actually running then fine but it appears not.

try creating a separate user account for mate, it's possible that your cinnamon settings stored in your home folder are causing this anomaly

Download and use the Cinnamon Edge ISO with that hardware, the regular ISO won't boot as you've found. Also, turn off secureboot and make sure the storage controller is not in RAID mode but AHCI instead.
