create the new user in MATE desktop environment and unless you've encrypted the home for your normal user you should be able to access the files still.

Have you tried this too? Other than that, it is running a bit too hot anyway if those sensor readings are correct. The fan should be running at that temperature and there's no rpm readout. If it was actually running then fine but it appears not.Mind you, booting from a live media will confirm it.

try creating a separate user account for mate, it's possible that your cinnamon settings stored in your home folder are causing this anomaly

Download and use the Cinnamon Edge ISO with that hardware, the regular ISO won't boot as you've found. Also, turn off secureboot and make sure the storage controller is not in RAID mode but AHCI instead.
