Not by default, EFI or BIOS should control the fan as necessary. If the machine is shutting down because the fan is not running and the processor is getting critically hot you need a new fan.

the max speed reading from inxi for your Ryzen 4700U is 2.0GHz which is 2.1GHz too low. It should boost to 4.1GHz when thermal limits allow it to, so maybe the design of the new laptop is preventing this. You could use OpenCL to send the calculation load to the Radeon GPU component of your Ryzen APU. Click on Tools followed by Options, followed by OpenCL and tick the box to allow OpenCL usage. Then restart libreoffice, if it remains ticked you are all set. Otherwise you may be missing OpenCL packages...

plata-noir is a good one. plata-noir-compact is for non hi-dpi displays. edit fstab with sudo rights and make sure the swap partition UUID value matches your new partition. That should sort the problem of the system looking for the old one you deleted. There was a blog post about upgrading from 18.3 to 19 so presumably that step is possible. I'd still recommend the clean install route though as it is much easier and also the most reliable way to not end up with a non-booting PC.

You'd have to upgrade incrementally which will take an age and of course increases the risk of failure. It would be sensible to backup your important stuff and clean install.
