Have you tried installing it through terminal?
I think I had the same issue when I installed Mint 19 this spring that the software manager on the GUI said it's unavailable but through terminal it installed without an issue.

I use Mint 19 on both an older laptop and a desktop PC. I generally have good experiences with gaming on Mint. On Mint 19.3 interactive content in gnash bugged out anyway. But Adobe Flash Player is also in the repositories and it works fine.

I'd never tried this, but AMD's official driver should ( https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500-series/radeon-rx-580 ) allow you to assign dedicated tuning setup for each game (it does on Windows at least).
