Stay with Mint 17.x, don't use 18 or 18.1 since it will make your computer way too slow. Happened to me on my wife's computer which had a q6600 quad-core 2.4 GHz processor. Mint 17.3 was okay but as soon as I installed 18 (complete fresh install) it came almost to a complete stop.

There are other file-managers on Windows, use those. Yeah, but not the point (to me anyway.) Unless you get a copy of Windows with a new computer (an OEM edition), you are going to pay about $200 or more for it. Start Mint wel goed op? Zo ja, probeer dan eens om Grub opnieuw in te stellen.
Open een terminal en type:
sudo update-grub
Type je wachtwoord en Enter en laat het programma z'n ding doen.
Probeer het dan nog eens.

rsync also allows for an external text file in which you write the include and exclude folders.
There is however no need to write /dev/*
/dev is enough, the while directory is excluded this way
