I'm pretty sure that like all mint releases, it will be released when it is ready. When it passes all the developer's quality checks and it deemed fit for use by all the testers.

I would suggest you use Linux Mint: XFCE, LMDE or LXDE.
These are just more lightweight window managers than the default GNOME.

When I switched to the dev version I just uninstalled via synaptic then installed the dev via .deb.

I also use arch which is rolling release. The only problem I could forsee is an upgrade of system software such as the kernel or xorg. For example, for xorg 1.8, HAL was removed and udev is used instead. Precautions were taken though and everything worked (udev as a dependancy etc). A kernel upgrade...

You have to make sure the images you download are large enough to cover the screen without needing to be scaled. Stability comes from not having up to date packages. 18 months between software updates except for bugs would be impossible due to ubuntu's schedule.

I believe Clem has a list of tests he performs on every ISO. I'm guessing he same is said for explorer.

I would second this. I use nautilus elementary and it is far superior to nautilus.
I would also recommend GloobusPreview, it integrates fantastically with nautilus elementary.
