.crdownload is normally used by Chrome as a partially downloaded file. This is likely a file that you started to download but did not finish.

as a result the download mirrors of the update and software center keep pointing me to China Mainland sources. Are you sure it's the "officials" doing? Please edit this file, then open "Software Sources" and try to change the mirror. The country selection can be quite different....
