I cannot get a smooth video playback on current Cinnamon, with old computers. In fact, it's been years I cannot get a satisfactory video playback on GTK based desktops, even though it always uses less then 100% of a single CPU core. I don't know why. Check if your TV is HD Ready (different from Full HD). HD Ready Means it can accept HD streams, but won't display them entirely because the screen resolution is less than Full HD, so it simply crops the image in standard cases (cuts off [top, bottom, left and right]-most pixels.
