Ok to give it executable permission use the command

Next
You could also try other compilers prior to the date of the repo creation hence try

How do you run the programs...
Note the programs need to have executable permission and running it from the terminal will be like

This may likely be result of a voltage issue, possibly and over voltage supplied by the charger, verify that the charger ratings are the same with the ratings the laptop needs.
Also, try connecting with another charger to see if the problem persists.

Ok,
Mint has options for choosing default programs, and i mean programs not scripts. And those programs need to have executable(x) permissions and in .deb format. Also, your py script, needs to also be able to recieve inputs directly from when a user clicks a file.

Ok,
it cannot boot normally even with a live cd, but does fine when booted in fallback mode without graphics acceleration via recovery menu. Am thinking of a software problem, maybe with a driver.
