Is that why when installing programs the status bar figures at the bottom of the screen just aren't making sense? It's been a problem for a while, but measurably more with LM13.

Oh, I don't want to permanently block them. That's no problem. I just want to block their messages whilst they are in "offline" mode. It'd be better if they got a message with it (hence asking about scripts) stating, "sorry, this user does not accept messages from offline users".
