For me it was an invalid bind mount in fstab. Because of ecryptfs the bind wasn't available at the time of boot. It would only become available after ecryptfs had mounted its virtual file system. Strange though that the OS wouldn't boot up normally since the bind was not important to the OS at all. ...

Then I would try to rename ~/.cinnamon to ~/.cinnamon.old and restart Cinnamon.

You can always rename it back again if it doesn't help.

It shouldn't restart the system, just Cinnamon.

You should click on an empty space at the bottom toolbar.

If you don't have that toolbar, try pressing Ctrl-Alt-Esc which should restart Cinnamon.

I have just installed Mint 17 on my new PC with a Intel HD 4600 graphics. Unfortunately it does not recognize my monitor, a Samsung S27A850T 27" monitor cabable of running 2560x1440. The Display utility reports a 24" monitor with a maximum resolution of 1920x1200 which does not look nice! ...
