Regarding the 'missing' tools: This can be resolved easily by going to Edit/Preferences, then select Interfaces/Toolbox. In the right-hand panel near the top is a checkbox labelled 'Use tool groups'. The Pencil did not disappear; now it is part of the Tool Group as the Paintbrush, Airbrush, etc. I am not a fan of the Toolbox Groups, but it have not been a major obstacle for me because I use the keyboard shortcuts to change tools. Yes. I agree.
I use the Gimp a lot, so it's like "hey, here is the update of the graphics program, but we decided to hide your pencil!"

Time to go find a GIMP forum and complain directly to them.

What advantages are there of the new layout?

I chose to install Mint 20 Cinnamon and replace my working Mint 19 Cinnamon installation. Installed The Gimp on Mint 20 and at first was excited / interested / hopeful to see it was The Gimp 2.10.18 instead of 2.8 in Mint 19.
