I'm been using F13 for the past three days. It's stable and usable; I can't see any advantages over Mint/Ubuntu for a user of my (in)experience level, but I can at least run it without any issues.

Hopefully a few months of F13 will teach me a lot about Linux.

I think step one in these situations is to do the md5 check, to make sure the iso you downloaded hasn't corrupted somehow.

Would APTonCD solve your problem? Perhaps put Mint on a USB, commandeer an Internet-connected machine, install relevant packages and use APTonCD to make a package install disk for your offline box.

Thanks viking777! I had a go on an old PC first and found that for a fresh install you can do it via the graphical Linux Mint installer as well. Is there a proprietary driver available for that graphics card? Check the ATI website for Linux drivers (probably in a section called 'Legacy cards', given that your card is out of date). That might help.
