I had the same problem reported here, after installing a few updates. However, I saw today a new kernel update, verrsion 5.3.0-59. After installing it and rebooting my PC twice, the computer shut down just fine. Try installing this kernel update and see if it solves your problems, guys. My issue is...

A new kernel is available in the Update Manager 5.3.0-59 Hopefully will fix the issue for this. The update works. My bad guys, my original issue was not being able to both restart and shutdown. After I installed .110, I had a successful restart, which I never had before on the previous update. I'm having the same issue. Mine wont reboot or shutdown at all. I've waited 20 minutes on each instance of reboot and shutdown. Go into Update Manager > View > Linux kernels and remove the 5.3.0-53 kernel. Then don't apply the upgrade when it reappears. Thank you. That worked. I just installed Linux Mint 19.3 less than a week ago. I was running 17.2 before this. I didn't have this problem with 17.2. So this seems to me that it has to be a 19.3 problem.

Monitor not shutting off
I have an Acer monitor. When the screen saver comes on and after a while it will go off but my monitor never shuts off. Installing a deb file will install what is currently in repo
i think i found a bug in mint 9 kde. i downloaded bleeding edge build of clementine deb file. When I dbl click it to install, it says it was installed but when i open the app its the version thats in the repos.
