I got my BIOS updated but, it didn't do any good. Still wakes up immediately upon suspend. I am using xeon workstations around the same vintage, but these are still on 17.3 and Mate. You could try disabling wake on lan in your bios. Is there a later kernel available? Wake on lan is/was disabled. I'm running 4.13.0-32-generic which is the latest one offered in the update manager. Thinking...

No, reinstalling Mint is not needed. We know now, that the culprit is some settings in your main account. That solution did indeed change the buttons but left the darker gray bar decoration intact.
