Using the wvdial command in a terminal, I can establish a dialup connection. But when I use the gnome ppp front end, I can't.[...] Unfortunately, I won't be able to help but I would like to know which edition of Mint this is. The only one I'm aware of that comes with Gnome PPP is the Debian edition.
