However, as far as I understand the CPU scaling governor should be set to PERFORMANCE during the system start or boot process and only afterwards it's set to ONDEMAND.

Did your wireless network work during the live DVD session? If so, it shouldn't be a driver problem. Try 'rfkill list' in a terminal, to see whether your WIFI is disabled.

Strange, I have Mint 14 Cinnamon installed on an AMD E450 (a tad better than Atoms, so a very weak processor) laptop and it uses around 6-8% on both CPU cores when idle. MATE uses 1 or 2% less. Once you are at the log-in screen, the operating system is already booted up. All that's missing is the desktop. In case you have several distributions installed, you can choose between them BEFORE they boot up, in the bootloader (Grub) menu.

I had the same issue you describe with a AMD E450 APU and Mint 14.1. I still had the very first ISO image for Mint 14 64 bit which I knew did work on a similar machine. That install works fine, Mint 13 should work fine for you, in case you can't find the original Mint 14 ISO.
