That depends on the motherboard. ANythying older than Skylake or Ryzen is fine. Newer boards with alc1220 audio codec may have issues.

I agree MTP is buggy. However, KDE connect in Mint KDE is spectacular. You can directly browse the phones file system. I assume XFCE or gnome has an equivalent.

You are not the only person who failed to install amdgpu-pro in MInt but succeeded in Ubuntu 16.04.3 AMD tests the driver against a particular ubuntu configuration, which is not identical to Mint. I don't know what the level of support for rx580 (polaris 12) is in amdgpu. You might be stuck using amdgpu-pro. However, padoka only upgrages mesa. Mint software sources has a toold to downgrade foreign packages. USe that.

ppa-purge is dedicated to ubuntu. Using it on Mint can have disastrous results.

What are the options for secure boot mode?

Can you select a secure boot file as trusted and go to /EFI/ubuntu/shimx64.efi ?

I suggest you permanently install refind in your Linux Mint installation, since updates to grub or the kernel may hose your "custom" bootloader. Isn't it already? How do I do that? Also search Toshiba's website for a bios update. They may have fixed the issue. My HP had the same issue and...
