Did a fresh install of 64-bit Mint 20 Cinnamon on both the MacBook2,1 and MacBook Pro2,1. Didn't try the upgrade route. Used Matt Gadient's instructions to create my own ISO to install.

Look into NitroShare. I've been using it for years and it has worked on various Linux versions and Windows. Transfers files and directories to just about anything on your local LAN. Version 0.3.1 is the one I have stuck with no problems.

Just what does it mean to 'install in compatibility mode' - second option on the install screen. What is different from plain first option of just install?

Update to the salvage operation: Have installed 2x2G memory in both machines (can never have enough). Seems to report 2.8 in use. Can probably just use 1x2G and 1x1G for a total of 3G. I was using nitroshare 0.3.1 between a MacBook Pro and Linux for some time very successfully. Wasn't aware of this thread, but just posted similar solution under topic "Salvage an old MacBook" in 'Other Topics'. In my case, I didn't attempt to keep any Apple software and just installed Mint 19.3 XFCE.
It does work and maybe will solve your problem.

OK. Did a no-format re-install of 19.1 after selecting boot with 4.15.0-20 and removing all other kernels; and then brought it up to date with everything except for installing newer kernels. No such option available in BIOS. Also, note that everything works in Win 7 and in Flash boot of original 19.1 configuration.

Update: Just booted from the flash drive I used for the original installation and inxi recognizes the two cores.
Like I said previously, I don't know when this changed, but it looks like software and not a hardware problem.

Are there ANY scanner models FULLY SUPPORTED by a manufacturer? By that I mean ALL features that are supported under Windows. No workarounds or third-party software - not Sane or Xsane...and will fully support if called for a problem.
