UPDATE, mate-panel --replace
works, but is not a fix, as that terminal has to stay open, if closed the panel completely disappears.

OH yeah, I was supposed to do that from a virtual console, next time will try that.

It took 7 reboots to get the bug to happen, this time the menu is missing, it a full install (not from a stick) of mint 19 mate. .xsesson-error file is only 140 lines long on this (thinkpad x200) machine. sounds like a small conflict occurs during startup and clock fails to load due to this. or maybe a logoff and back on might also rest clock to displayed/working state? I've never done it by the "book" seemed more complicated than necessary. I don't recommend anyone to follow my advice, but. FWIW, I never (in about 10 years) went the extra step to check the signing key, I check the sha256sum as a formality, really. Do always get the ISO from official site. Check the hash, and you're good to go in my opinion. Sometimes best to worry less...
