What is the IPv6 address you get? If it starts with fe80, then it is a local address which can only be used to communicate with other devices in your local network. Please tell us what wifi adapter you have. You can open Terminal on the live system, type the following command and press Enter to see it:

If channel 13 was forbidden, it could also be due to regulatory settings. Your card might default to a different country, either because of driver issues (as Pjotr said) or because the card was sold in a different country. That was OK, now you need to upload the dmesg.txt file from your home folder.

Please don't format immediately - before you do that, boot the Mint DVD/USB to see if the issue also happens there. If it does, reinstalling probably doesn't help.

It looks like you installed the 32-bit version of some files on a 64-bit OS. Could you install brdcp7030lpr and cupswrapperdcp7030 again in 64-bit / amd64 version?

Your response is unclear. Are you looking for: a place to run the command, or the dmesg.txt file, or the attachments of the forum? You can find Attachments as a tab under the save/preview/submit buttons.

That is quite surprising, no touchpad seen at all. I can't find any information on this issue on the web either. Did the touchpad work in Windows? Does it help to use the touchpad on-off button, which is probably a key combination with Fn? These may sound like stupid questions, but I'm out of ideas ...

Since Mint 18 uses systemd for managing a lot of system functionality under the hood, some settings and commands have changed.

Instead of sudo udevadm hwdb --update, please try:

There was an official driver available for this card, I can't find it anymore on the website of Mediatek. There are a few copies still around on GitHub, such as this one. I'm not sure if it still installs on Mint 18, though.

This device is supposed to work. It did work fine in Windows?

If you don't want to install Mint yet, you could try the Mint 18 beta version to see if there is any improvement. It should be easy to upgrade it to the final release once that one is released.

Forcing a slower connection speed should not happen, wifi issues usually exist elsewhere. Most common is driver bugs, we can try upgrading the driver or installing another one.
