Nvu / Kompozer (one is a fork of the other dead project, I forget which is which) is probs the only WYSIWYG web editor native on Linux. Bluefish is excellent but involves coding. There isn't one, user themes are not currently supported. You can however change the background and logos - the easiest way to do this is to install ubuntu-tweak.
