It looks like your BIOS is lagging a few versions behind. Check the support section of the HP website, update it and test.

Yes. There's no set release date though; it's ready when it's ready. Sometimes things take longer.

Try the iso of Xubuntu 24.04 in the live session (boot from the Ventoy USB stick):

If that works well, you'll probably have to wait for Mint 22, due in a month or so, which will be built on Ubuntu 24.04.

Launch Driver Manager and install the Nvidia driver it should offer you. Then reboot and test again.

Try this:
Update Manager - panel: View - Linux kernels
Install the latest kernel of the 6.5 series. Then reboot and test.

Well, I strongly recommend to convert that EXT2 into EXT4. While there are ways of doing that afterwards, they're rather complicated and not entirely failsafe. Turn WiFi power management back off; that's beneficial in all cases. No downside at all (except, obviously, a slight increase in power consumption).

Then try the backported WiFi driver:

The failing RAM test does not look good....

Just to eliminate any doubts about the effect of Linux versus the effect of Windows: can you perhaps run a RAM-test within Windows (if that's at all possible)?
