Turn WiFi power management back off; that's beneficial in all cases. No downside at all (except, obviously, a slight increase in power consumption).

Then try the backported WiFi driver:

The failing RAM test does not look good....

Just to eliminate any doubts about the effect of Linux versus the effect of Windows: can you perhaps run a RAM-test within Windows (if that's at all possible)?

@terry_dwyer: if it's that disruptive for your setup, I'd consider simply blacklisting all updates for Weather in Update Manager. Then you can unblacklist it at a time that suits you.

Update Manager - panel: View - Linux kernels
Install the latest kernel of the 6.5 series. Then reboot and test.
