Yup, it's meant to replace GDebi, which is apparently unmaintained:

Captain replaces gdebi (which wasn't actively maintained upstream) and apturl (which wasn't actively maintained and was specific to Ubuntu).
So that's a good thing.

The last couple of days I've been translating a new arrival in the Dutch Mint translations: Captain. Probably due for inclusion in Mint 22.1 or later.

From the looks of the translation strings, Captain is some sort of a GDebi replacement. Is that its reason of existence?

In-place upgrading to another point release, i.e. a release within the same series , is quite safe, reliable and smooth sailing. So I assume from those comments that using the current manually downloaded .tar.bz2 direct from Mozilla gives me the most up-to-date version that is possible,.
