My simplest solution to your issue that works for me is to use an external drive. Winders does not seem to be as problematic with external drives. I have one drive that I keep all my "portable" data on coupled with a pile of winders utilities that I need when fixing problematic (read; Winders) comp...

How did you download the file and what kind of file is it? Directly from a web site? If so, there is usually instructions on how to install on the download site.
