If the phone doesn't have cell service, it won't have a cell number, and without that, I don't believe you can register a WhatsApp account.

I'm not really sure what water conservation has to do with any of this, but (to reiterate the point from the quote) you have to have people willing to acknowledge two things:

1. There actually is a problem to be dealt with; and
2. Something can be done about it

While I assume there's got to be some differences between different whiskeys, what I have discovered (much to my alarm) is that with Bullet Whiskey, I actually start to get mean and very short- and foul-tempered.
