(SOLVED)

THIS FIXED my problem: echo "options rtl8188ee fwlps=N" | sudo tee /etc/modprobe.d/rtl8188ee.conf

Glad it was this simple as I was not looking forward to having to change the card.

I will try both of these and see what happens. I am close the the Wifi so that is probably not the issue.
I also think I have power management turned off .. but a simple solution is worth a try.

I have the same issue .. every once in a while my wifi gets dog slow... I have the same wifi card. Wondering if I should just replaced the card. Well so far .. I have had updates and the Grub Menu always appears at reboot. This is good and means I may not have to edit that variable again. Thanks you to Gold_finger and Derek_S. I have the laptop running to my satisfaction and will see what happens the next "Patch Tuesday" as to whether Windows boot loader takes over again. If that is the case, then I will just use the BCDEDIT command and set it back.

Used BCDEDIT as you suggested and I now see the grub boot screen and it persists thru reboots.
