This is still not related to Mint :)

Cinnamon doesn't use/support nautilus (default in Fedora I think). Install nemo which is designed to work with Cinnamon.

If you want to program for MATE, then you would need C and Gtk+. Documentation for GTK+ (v. 2) can be found here:

Where is the installer located in? If it is put in a windows drive/partition, then you cannot change the permission.

When you compile it with gcc, you should have an output file (a.out if you haven't specified it). In the terminal, type ./a.out and it will run.

As a workaround, you can delete the libGL.so.1 in /usr/lib/ and then make a symbolic link from /usr/lib/nvidia-current/libGL.so.1 to /usr/lib/libGL.so.1 (you might be using nvidia-current-updates instead. Change accordingly). This way dpkg will recognize libGL.so.1 as a library from the nvidia drive...

Can you open Software Manager and search for "panel"? (Select View->Installed Packages to show only the ones you've installed). Type the list of installed panels here.

Why not? A dock is the natural evolution of the panel launchers, and you already have a sort of mini-dock in the Mint menu.
