Seems to be this version. Earlier version did not do it..I have just tried disabling AUTOHIDE in the panel at the bottom of screen.. That fixed it.

It has been there for a few years now, in my Membership file. I have never found out how it happened or how to fix it, but on the odd occasion that I see it, I fiddle for a while, never managing to correct it. Maybe someone can help here...fingers crossed.
