You can install QT4 dependencies with following commands for Linux Mint 20.x.

The issue may be related to Network Manager. You can try to create a configuraiton file for rtl8188ee module with following command.

echo "options rtl8188ee swenc=1 ips=0 fwlps=0" | sudo tee /etc/modprobe.d/rtl8188ee.conf
Reboot your PC after running the command.

Stopping and restarting network manager, adding options to rtl8188ee.conf, and `sudo modprobe rtl8188ee` did not fix the issue.
Can you post added options/parameters to rtl8188ee.conf file?
