Can we take a step back—what is it that you're actually trying to do that leads you to ask for help opening a shared library?

A shared library is a binary file with computer code that other programs can use. You can't run it as a program, you can't edit it or view it as a document.

Just install it. You can do so through Synaptic, search for openjdk-11-jre, or from the terminal with command:
apt install openjdk-11-jre
Besides JRE 8 and 11 also available are 13 and 16.

Try reinstalling Update Manager and the Xapp components you got an error for:

apt install --reinstall mintupdate python3-xapp gir1.2-xapp-1.0 xapps-common

You can copy that command from here and paste it on the terminal through its Edit menu.

Share output of the command again please.

Try starting Update Manager from the terminal. That may show an error that will provide a clue. Open terminal from your menu and run this command:
mintupdate

Copy any output and share it here. You can can select all & copy text through the terminal's Edit menu.
