What does your apt policy gpg answer? Because gpg on Linux Mint 22 is version 2.4.4. Much newer that you have. Timeshift backs up only files of the operating system, not your own files. The Steam launcher — the deb packages — are included in the Timeshift backup but the Steam client as noted is located in your home directory. That is not included in Timeshift backups.
