As there are no Wine packages in the Cindy (LMDE 3) repository I think safe to assume you'll get the the Wine packages from the Stretch (Debian 9) repositories.

I take it you're using Linux Mint 17.x? Linux Mint 19 has gdal 2.2.3. I doubt it will cause issues with other programs, unless you're using other "geospatial" programs that use gdal and those need it to be a specific older version.
