On Ubuntu if you install Firefox, Chromium or Thunderbird (from Ubuntu 24.04) through apt it instead installs snapd and then installs the app you wanted from the proprietary Snap Store. So yes, physical installed memory is 16 GiB. But as free -m shows only 15798 MiB (15.43 GiB) is available to the OS. Translate from MiB to GB makes it 16.5654 GB so that's most likely the same thing System Monitor is showing — how much memory total is available to the OS.

With different levels of verbosity, the commands: sudo lshw -C memory sudo dmidecode -t memory should show the same the same installed RAM size as the BIOS shows. RAM sizes are a multiple of 1024, not a multiple of 1000. So 16 GiB of RAM is not 16000000000 bytes but 17179869184 bytes, or about 17.18...

The Edge ISO is Cinnamon only. From Linux Mint 22, due mid this year, there will no longer be a Edge ISO as with each new Linux Mint release each edition will get a new kernel. This has never been an option. Linux Mint installs a default set of programs. After installation is done you can add/remove programs.
