So yes, physical installed memory is 16 GiB. But as free -m shows only 15798 MiB (15.43 GiB) is available to the OS. Translate from MiB to GB makes it 16.5654 GB so that's most likely the same thing System Monitor is showing — how much memory total is available to the OS.

That doesn't look to have anything to do with the removable drives applet OP is asking about.

That's not tracked on the feature request. You could check the behavior in the current Cinnamon version, compare how it works with that idea.
