I tested this on Linux Mint 19 Cinnamon; it doesn't launch at-spi-bus-launcher for me after disabling it. And (on Cinnamon) you can't disable this through Startup Applications as that only shows actual applications, not daemons.

No idea why so many applications could be stuck. AT-SPI is for accessibility (desktop zoom, on screen keyboard, screen reader, and such). I downloaded Google Earth from https://earth.google.com/download-earth.html and installed it, to see what repository configuration it adds. Note that it only support 64-bit systems. You must have installed firefox-esr manually. As you've investigated, Debian jessie only has firefox-esr 52 package and LMDE 2 only has firefox 60 package (though it is also the ESR). You're only affected if you have libssh-4 or libssh-gcrypt-4 package on your system and then only if you're running a publicly reachable SSH server on your system.
