You can try searching for any Ubuntu 18.04 reviews about this laptop. Linux Mint 19 uses the hardware stack from Ubuntu 18.04 so if Ubuntu 18.04 works well with it, generally so will Linux Mint 19. As I understand it ChrUbuntu is abandoned but there is a new project called chrx (for x86 Chromebooks, not ARM Chromebooks). chrx however does not support Linux Mint. Crouton also doesn't support Linux Mint. Like I said, you can't dual boot Linux Mint and ChromeOS but will have to replace the latter...

From what I've read the keyboard may not generate a keyboard event for that key combination but some other hardware event, like an ACPI event. Don't know if you can reassign the key combination. Easiest to use a different keyboard shortcut, one that doesn't have a set function on the keyboard.
