As noted in the comments there: These new ISO ship a handful of bug fixes which were released since the stable release. The main reason for the respin though is the new ubuntu-system-adjustments. Its postinst was broken in the stable release and now that a new Grub package hit the bionic repositorie...

Blender comes from the Ubuntu 18.04 repositories (or Flathub, currently having the same version) on Linux Mint 19. It's in the Ubuntu universe repository which means the package was imported from Debian and repackaged for Ubuntu by volunteer maintainers but it's not supported by Ubuntu. I don't know...

Be specific please. Which Linux Mint are you on, what is your Blender version and what are the issues you're having.

Mind that from Linux Mint 18.3 onwards you'll find 2 versions of Blender in Software Manager for installation. The package from the Ubuntu repositories and the flatpak from Flathub.

No, older kernel releases only get security updates during their support period. However, Linux Mint using the Ubuntu HWE kernels so you periodically get a new kernel release for enablement of newer hardware.

Timeshift was introduced with Linux Mint 18.3 and has since been backported to all previous Linux Mint versions. Install it and create a snapshot before doing upgrade in place.
