I should add that if it does not resolve the issue when you use the live medium that you installed from, download a fresh copy and verify it before use.

The only time that I have found access impeded is during web site maintenance periods and that is usually announced in advance and does not last long. Perhaps the time zone you are in coincides with the time chosen for maintenance.

What worked for me was to leave compress=lz4 as it is and rebuild initramfs using sudo update-initramfs -c -k $(uname -r) copy and paste as it is written in a terminal window, wait for it to complete and then reboot. Using your favoured text editor with sudo change the following 2 lines in /etc/default/grub:

GRUB_TIMEOUT_STYLE=hidden
GRUB_TIMEOUT=0

to read:

# GRUB_TIMEOUT_STYLE=hidden
GRUB_TIMEOUT=3

Then sudo update-grub before reboot.

The default timeout value for GRUB is 10 seconds - adjust to suit.
