This has nothing to do with how many partitions you have but you do need an active internet connection.

There is no "mscorefonts" but there should be a "msttcorefonts" folder.

Ubuntu 18.04, for its GNOME desktop, now uses the gnome-tweak-tool.

How did you install this software and from what source? Mypaint is available in the Software Manager and can be installed from there. PDF files are opened in Document Viewer by default. Epson has not published a bundle for Linux Mint 19 but they have one available for Ubuntu 18.04. Ubuntu 18.04 is used as the base for Linux Mint 19.

Download and install the bundle for Ubuntu 18.04.

Since you are using Linux Mint version 19, don't you think that the iscan bundle should match that version?

There is no point trying to install the iscan bundle for Linux Mint version 18.
