You can't. Xed has been "improved", and that sort plugin has been made obsolete. See this thread:

Re-installing xed won't change anything, that's the default sort function. The problem is that it doesn't have any of the selectable options that the plugin has. So I would like to install the plugin, if anyone can tell me how. Please.

I solved this problem, in a fashion. I did a clean install of Mint Mate, and flatpak installs work. The problem occurred on a system that was also a clean install, so something I did to it must have bollixed the system.
