As for me, I'd avoid AMD and stick to intel with onboard graphics, no Nvidia. Go for a used laptop 2-3 years old with best specs, ram, larger ssd. Lenovo Thinkpads are generally good.

I just installed Xiphos and some modules and it is working here on LMDE4. It scrolls fine.
I'm wondering if you have a video driver issue or perhaps are using a small screen that is interfering with scrolling.

I think I had to install Bible Time and Xiphos together for awhile there. Seems like I needed both to get Xiphos working properly, they share some software libraries or something. Yep, reason I went with 5.4 on my machines is because I won't need to change them again in the lifetime of my machines. Just to add, I'm using a 5.6 kernel on LMDE 4 because it better suits my hardware. Backports are an often overlooked option when using a Debian Stable base when it comes to needing a newer kernel or updated apps. New Mint 20 is only running a 5.4 Linux kernel.

Now the Ubuntu based Mint versions will only be released as 64 bit, it would be great if the team would consider to bring back LMDE MATE and make a LMDE Xfce edition too. :) Maybe if/when Mint goes full Debian down the road it will offer the three options on Debian just like it does right now with ...

Cinnamon is nice, but if you would like the option to log into MATE, this gave me the full MATE desktop in all its Minty goodness:
sudo apt install mate-desktop-environment-extras
Just choose MATE from the little icon at the top of your login menu in the drop down choices.

I spent the most time trying out Mint Cinnamon 20 beta. I like it much better than Mint 19. Was faster, and booted quicker for me than 19. It will be a nice upgrade from Mint 19.

I think the time will come when Ubuntu becomes so difficult to build upon without an endless amount of work that Mint will go full Debian. I once thought it would be some huge, dumb move on Ubuntu's part that would force the change, but now I suspect it will be a "thousand small cuts" that...

LibreOffice really needs to get a version history for Writer, and automatically setup back up of files instead of depending upon users to find the setting. LO could be awesome with some common sense default settings and options.
